In 2012, East Lubbock Promise Neighborhood is one of the seven recipients of a US
Department of Education Promise Neighborhood Grant. The East Lubbock Promise Neighborhood
initiative has been committed to working with the residents of East Lubbock TX to
support and advocate for our children -- ensuring that both children and parents have
access to the resources they need to grow, learn and succeed.We are working to identify
the needs of the community and build evidence-based solutions through collaboration
with a wide array of partners, service providers, funders and supporters. Our data-driven
programming serves as a basis for identifying and scaling up solutions that work for
our community. The East Lubbock Promise Neighborhood is a place-based initiative that
empowers a community to provide comprehensive, high-quality educational and social
supports to ensure the long-term health, safety, and economic well-being of the entire
Increase the number and percent of children, from birth to kindergarten entry, who
have a place where they usually go, other than an emergency room, when they are sick
or in need of advice about their health.
Increase the number and percent of children who participate in at least 60 minutes
of moderate to vigorous physical activity daily.
Increase the number and percent of children who consume five or more servings of fruits
and vegetables daily.
Increase the number and percent of three-year-olds and children in kindergarten who
demonstrate at the beginning of the program or school year age-appropriate functioning
across multiple domains of early learning as determined using developmentally-appropriate
early learning measures.
Increase the number and percent of children, from birth to kindergarten entry, participating
in center- based or formal home-based early learning settings or programs, which may
include Early Head Start, Head Start, child care, or publicly-funded preschool.
For children birth to kindergarten entry, the number and percent of parents or family
members who report reading to their children three or more times a week.
Increase the number and percent of students at or above grade level according to State
mathematics and English language arts assessments in at least the grades required
by the ESEA (3rd through 8th and once in high school).
Increase the attendance rate of students in 6th, 7th, 8th, and 9th grade.
Improve the student mobility rate
For children in the 9th to 12th grades, the number and percent of parents or family
members who report talking with their child about the importance of college and career.
Improve the High School Graduation rate at Estacado High School.
Increase the number and percent of Promise Neighborhood students who graduate with
a regular high school diploma and obtain post secondary degrees, vocational certificates,
or other industry- recognized certifications or credentials without the need for remediation.
For children in kindergarten through 8th grades, we aim to the number and percent
of parents or family members who report encouraging their children to read books outside
Increase the number and percent of students who feel safe at school and traveling
to and from school, as measured by a school climate needs assessment.
Increase the number and percent of students who have school and home access (and percent
of the day they have access) to broadband internet and a connected computing device.
What is a Promise Neighborhood?
The Education Department awards Promised Neighborhood grants to local organizations
to provide "cradle to college to career" services for children and their families.
A main goal is improving the academic performance of students. Neighborhood demographics
and the success and failures of programming are to be carefully tracked.
Program Description: Promise Neighborhoods, established under the legislative authority
of the Fund for the Improvement of Education Program (FIE), provides funding to support
eligible entities, including (1) nonprofit organizations, which may include faith-based
nonprofit organizations, (2) institutions of higher education, and (3) Indian tribes.
The vision of the program is that all children and youth growing up in Promise Neighborhoods
have access to great schools and strong systems of family and community support that
will prepare them to attain an excellent education and successfully transition to
college and a career. The purpose of Promise Neighborhoods is to significantly improve
the educational and developmental outcomes of children and youth in our most distressed
communities, and to transform those communities by—
Identifying and increasing the capacity of eligible entities that are focused on achieving
results for children and youth throughout an entire neighborhood;
Building a complete continuum of cradle-to-career solutions of both educational programs
and family and community supports, with great schools at the center;
Integrating programs and breaking down agency “silos” so that solutions are implemented
effectively and efficiently across agencies;
Developing the local infrastructure of systems and resources needed to sustain and
scale up proven, effective solutions across the broader region beyond the initial
Learning about the overall impact of the Promise Neighborhoods program and about the
relationship between particular strategies in Promise Neighborhoods and student outcomes,
including through a rigorous evaluation of the program.
